Each application is scored against what you actually asked for and shows its working: who holds the licence, who is two years short, who is in the wrong town. Sort it, filter it, and act on a selection at once.
Turning someone down takes a reason, and they are told. That is the part every jobseeker complains about, so it is the part we made compulsory.
